Parker County
Weatherford
Weatherford is the Parker County seat, which means the county offices a rural build depends on — permitting, platting, the appraisal district — are in the same town. Inside the city limits the city permits and inspects. Outside them, the county's rules govern and no building permit exists. Because Weatherford is surrounded by a great deal of unincorporated land, the inside-or-outside question decides more here than almost anywhere else in the corridor.
We will go up to 45 miles from Fort Worth.
Inside the limits, or outside them
Weatherford is the Parker County seat, so the offices a rural build depends on are in town. But the town and the county are two different regimes and a Weatherford address can sit in either.
Inside the city, Weatherford inspects to the 2021 International Codes and the 2020 National Electrical Code, adopted by Ordinance O2025-22, and the ordinance attaches by submittal date: it applies to all plans submitted on or after 1 January 2026.12 That is a scheduling fact as much as a technical one — the edition that governs your house is fixed by the day the plans go in.
The city's residential submittal list is short and specific: a completed application, a site plan, construction drawings, and proof of property ownership.3 The last item is the one that catches people building on land they are still under contract to buy.
Outside the city, Parker County states it plainly: "Parker County does not issue building permits or certificates of occupancy." The county covers on-site sewage, development in special flood hazard areas, health and safety complaints, and stormwater.4 No municipal inspector looks at the house — though the electrician and the plumber are still licensed by the state and working to the state's code. The floodplain rule, because Weatherford has creeks
If any part of the lot is in a mapped flood hazard area, the county issues a floodplain development permit, and its published instructions set the terms: the lowest floor two feet above the base flood elevation, a No-Rise Certificate for any development inside a regulatory floodway, and a sealed Elevation Certificate once the lowest floor is built.5
Those are not paperwork items. Two feet of freeboard changes the foundation, which changes the driveway, which changes the budget. The flood-map check belongs before a plan is drawn, not after.
The rest of the county's part
On unincorporated land three more things are the county's rather than a city's: dividing the land through the platting department under Local Government Code chapter 232, the driveway through the commissioner precinct that maintains the road, and the septic system with the county acting as the state's authorized agent. Each has its own note: Can you split this tract? · Who permits your driveway · Living with an aerobic septic system
Schools and numbers
School district is not settled by a Weatherford address. Weatherford ISD and Aledo ISD both operate in this part of Parker County and their boundaries do not follow city limits — take the answer from the district, with the parcel number, in writing. Your school district is not your city explains why, using a local example where two published sources disagree.
Population, income, home values and commute times for the city are published by Census QuickFacts, which on 10 September 2026 served July 1, 2025 (V2025) estimates.7 The city was established in 1858 and named after Thomas J. Weatherford, a Texas state senator.6
Questions people ask
- Which code editions does Weatherford inspect to?
- The 2021 International Codes and the 2020 National Electrical Code, adopted by Ordinance O2025-22. The detail that matters for scheduling is how the ordinance attaches: it applies to all plans submitted on or after 1 January 2026. So the governing edition is fixed by your submittal date, not by when construction starts.
- What does the city want with a residential permit application?
- Its own list is a completed application, a site plan, construction drawings and proof of property ownership. That last item catches people building on land they are still under contract to buy.
- Is a house outside the city limits inspected by anyone?
- Not by a building department. Parker County's permitting page states that the county does not issue building permits or certificates of occupancy. It does permit on-site sewage and development in special flood hazard areas. So on unincorporated land the electrician and plumber are still licensed by the state and working to the state's code, but no municipal inspector is checking the house.
- What happens if part of the lot is in a floodplain?
- The county issues a floodplain development permit, and its instructions set the terms: the lowest floor two feet above the base flood elevation, a No-Rise Certificate for any development inside a regulatory floodway, and a sealed Elevation Certificate once the lowest floor is built. Those requirements shape the foundation, the driveway and the budget, so the flood-map check belongs before a plan is drawn.
